About the State IMPACT Collaborative
The State IMPACT (Innovative Models for Policy Acceleration & Collaborative Testing) Collaborative is a partnership between the Coleridge Initiative and MDRC designed to strengthen state agencies’ capacity for rigorous program evaluation.
The collaborative brings together state and local agency staff, MDRC researchers, and Coleridge Initiative data scientists in a “learning-by-doing” model. MDRC contributes evaluation expertise and five decades of experience in rigorous program evaluation, while Coleridge provides its Applied Data Analytics training course and secure Administrative Data Research Facility (ADRF) workspace for analyzing linked administrative data.
Policy domains supported by the collaborative include workforce development, higher education, income support, housing, and justice programs.
About This Training
This applied data analytics training is designed to build analytical capacity within state agencies participating in the State IMPACT Collaborative. Participants learn to leverage administrative data to address high-priority policy questions using reproducible, rigorous methods.
The training covers:
- Exploratory data analysis of administrative program records
- Cross-sectional and cohort analysis
- Measurement of employment and wage outcomes
- Regression analysis and propensity score matching
- Difference-in-differences methods for program evaluation
- Data visualization and export of analytic results
About This Book
This book contains the class notebooks and supporting SQL scripts used in the 2025–2026 training. It is organized into three parts:
- Notebooks — step-by-step analytical notebooks covering the full evaluation workflow
- Data Model Scripts — SQL scripts used to build the dimensional data model underlying the analysis
- Supplemental — reference materials on package installation and data imputation
The training uses linked administrative data provided by participating state agencies and accessed through the Coleridge Initiative’s secure ADRF environment.
